The developer addressed the dictionary question on the intro to the discussion. The basic version uses the Unix dictionary. He or she also provides a version (larger file) that uses the full Scrabble Players' dictionary.

what's the big deal? - I've been playing a nicer scrabble (called literati) with friends on-liner on yahoo games for years...

That was just what I needed. I cleared all the tiles with 470 points. I think it would have had higher but it didn't accept alot of my words... I think my biggest word ended up being 5 letters.

I tried Literati on Yahoo Games and lasted about one game -- not using Scrabble tile values and bonus squares and dictionaries makes it a little unfamiliar, but not being able to manage your rack by trading in tiles and not using a standard letter distribution (you can get a rack of all Z's, and you can't know that a Q on the board means you won't get a Q) means that you can't play a strategic game at all, which isn't very much fun.

If you want to play true online scrabble their is a great version here. It uses all the same rules as real scrabble and it emails you when it's your turn. Great fun!
