Donella Meadows came up with a list

Donella Meadows came up with a list of 12 leverage points, places in complex systems (like cities, companies, environments, etc.) where making small changes can result in big shifts. The Wikipedia page contains a summary of her points. Aside from the obvious usage in city planning and environmental policymaking, I wonder if game designers (like Will Wright) have utilized Meadows' list in constructing their virutal complex systems.
